In May 2006 Alicante introduced by-laws to control the proliferation of free periodicals.
These prohibited publishers from dumping their papers in the streets and obligrd them to use stands.
Town halls throughout Alicante Province , with the exception of Alicante City , do not regulate the distribution of free newspapers within their municipal boundries.
The stands which are required must be mobile and no more than 1.5 metres highand wide. Personel used to distribute the papers must not move more than 5 metres from the stands and should not obstruct members of the public.
They should not be distributed nearer than 50 metres of authorised newsagents.
In Elche and Benidorm there are no specific by-laws but in each case permission has to be sought from the council.
Small towns do not seem to have a problem but larger ones are now concidering introducing controls to combat the mess left behind.
Torrevieja says that free press presence is scarce although newsagents have complained about the proliferation of freebies, mainly in foreign languages.
