Spain is accused of breaking European Union public procurement directives and in particular the use of the Valencian land laws , LRAU and LUV.
The EU commission in Brussels has presented a case of land law abuse to the Court of Justice .
They are basically saying that the procedures being adopted by local councils and developers to carry out public works are contravening EU legislation .

Groups that are fighting these land laws feel very confident that this time something will be done , although the time frame is uncertain .
It could be that councils are going to have to return to their town development plans and revise them .
