A programme has been launched in Cartagena by the local youth department and Musica Viva association to encourage local bands in the area .
Musical instruments are available for rental for a very low price and only a deposit needed .
Normally a band could pay 1500 euros to rent instruments . People who are interested would need to contact the local youth department .
