A promoter who built 1300 homes in Catral near Alicante is being tracked down by the Town Hall.The homes were built on rustic land.How is it possible for someone to build 1300 homes in a town and for nobody in the town hall to know about It ?
Now it seems the town hall is taking legal proceedings against the builder and fines have been levied.In 2006 the regional government threatened to embargo the bank accounts of the builders and promoters in order to guarantee compensation for the citizens of Catral.It was estimated that they had made 80 million euros without paying any tax.
They are now going to change the land designation from rustic to urban but this cannot be done until the new town plan has been passed by the regional government.Habitacion certificates will only be issued for these homes when this has been done.There is no “date” for this process to be carried out.
Certain taxes have not been paid by the builders and so it is the poor home owners who are now being expected to cough up as usual.They have until the end of the year to pay on a voluntary basis and then pressure will be applied for payments.They are expecting 1% of the value of the property.
