Without an habitation certificate some 1500 Orihuela Costa residents have been unable to contract utilities,have been unable to access healthcare,vote or sell their properties.Now it appears these long suffering people will be able to acquire their certificates.
Problems have included the fact that urbanisations have not fulfilled specifications ,promoters disappearing without finishing work and having utilities cut off because builders bills have been unpaid.
Many residents have carried out the requisite work and now meet the conditions necessary while others simply lack paperwork.The Green party have worked with residents to resolve around 1000 cases.A PSOE councillor has blamed the whole situation on Town Hall negligence.One resident has been without electricity for 34 weeks and has had no help.
The town hall has a different story and says that it has always told people not to sign for deeds if there is no certificate or license.Many people moved in without even the basics being supplied.Many residents on urbanisations have paid large sums of money in builders debts for utilities.Some are having to move back to the UK because of debts.It is estimated that there could be at least 2000 more homes without certificates.
