The regionalĀ prosecutor in Murcia has put forward a reform of the Spanish penal code which would crack down on illegal building.The law change would target black money and illegal investments.
The regional prosecutor has admitted that some builders specialise in building illegal homes and that their offices have received many complaints of homes being built on protected land and without licenses.He admits that there are people who have increased their wealth dramatically and that where that money has come from is not known.
These sudden and unjustified increases in people’s wealth can only be related to other crimes to be punished in a penal courtĀ and it appears that that is not an easy thing to do.What the regional prosecutor in Murcia wants is for the courts to be able to seize assets which suspects cannot prove they have acquired legally.
What has improved recently is the cooperation between the treasury and the prosecuting department.The treasury gives information on tax and properties and that information can make all the difference to a prosecution.
