ECIS is the parking contractor who took on the underground carparks in Javea´s Old Town.The company constructed the carparks in return for the contract to run them.
The scheme didn´t work out as nobody uses them and consequently ECIS has not made any money.Now they are seeking compensation of 22 million euros from the council.
The company maintains that it is entitled to tax payers money as occupancy of the carparks has fallen below 85%.In reality both carparks only reached 17% and 22% respectively over their first year in operation.
The town hall had calculated on a 1.8 million euro underperformance payment,not this whopping amount.In fact the council has already won a type of judicial review which goes in favour of the tax payer.
They viewed the whole scheme as anything but a commercial enterprise.In fact many believe that ECIS has done little to to make the carparks work commercially.
Other similar carparking seems to work in other towns and maybe ECIS needs to learn from other towns and just get it to be a profitable scheme.
Some think that the company is bluffing and that the company has little on its side to force the issue.Time will tell.
