Only 33% of development in Alicante will be devoted to housing in the new PGOU plan and ^7 % will be given to commercial and industrial usage .
The amount of protected land will increase from 31 % to 51 % . It wants to improve the way its coast is developed and also to improve access routes into the city .
A new hospital is planned and also two new schools plus a sports area in the south of the city .
During 2009 any unsold housing will be sold off as VPO government protected homes to anyone with an income of less than 48,000 euros a year . This could see 40,000 properties being sold in Alicante province and a million more across the whole of Spain .
This time they are the mayors of Bigastro and San Fulgencio that have been arrested , along with other members of their councils . The number of arrests was ten in total and it adds to other arrests that have been made during the year in Orihuela , Catral , and Benitachell .
The accusations include taking bribes from promoters , allowing the building of houses on rural land and allegedly in the case of the case of San Fulgencio blackmail and personal threats .

Thirteen hundred homes in Catral were built without any planning permission on rural land .
Councillors have now legalised them and this has been described as a significant moment for the town .
When the PGOU is finally passed then the illegal houses that are not inside the protection perimeter of El Hondo natural park will be regularised .
This means that the home owners can stop worrying and live in peace . It will mean that the land will have to be recategorised to become residential .
The homeowners will then become responsible for installing sewage and street lighting . There is no suggestion that the builders , who made up to 80 million euros profit , will contribute to these costs .
Those houses built within the El Hondo natural park have not been sorted out yet and possibilities are being studied .

The two men run companies which have close links to a company which owns large tracts of land locally .
The council will soon be deciding on a number of proposals put forward by these promoters , one of which involves almost 4000 homes .
The opposition parties who have raised these concerns have , as yet , met with a wall of silence .

The mayor of San Isidro has criticised how much the AVE high speed train will benefit residents and at what cost.
He has accused the regional and centreal governments of favouring Murcia rather than Valencia in their planning .
The train will pass through Crevillente San Isidro , Cox , Callosa de Segura , Orihuela and Granja de Rocamora but there is no stop between Elche and Murcia .
Land will be expropriated and then there will be the inconvenience of having trains pass by and also the environmental impact .
Land will be purchased for as little as possible , he claims, and he is meeting with lawyers to discuss what the law says about these payments .
In San Isidro there are almost 60 residents affected and from Elche to Orihuela there will be almost 200 rural houses affected .
The Farmers Union says that people have not been informed and that everyone is shocked by what is happening .
Protest groups are being supported by residents and those who have made protests say that they are not receiving replies .
The mayor does support the Alicante - Murcia rail link but says that an alternative route should be sought .
